Who We Are
Established in 2018, the Center for Estate Administration Reform is lead by Terri and Rick Black and Athena Roe, JD.
Our headquarters are located in Charlotte, NC and we have been advocating for seniors and dependent adults as well as those abused by the legal community in probate proceedings since 2014.
Terri lost her father in Las Vegas, as an only child, when she discovered his landlord and longtime friend had stolen $220,000 from him and was systematically exploiting and neglecting him. When confronted his “friend” took him hostage and was able to hold him with the help of a professional guardian and three attorneys until he died in 2015.
The experience caused Rick to leave his profession and begin studying guardianship files and proceedings in Nevada. His research and work with local media and the Nevada Attorney General gained a state wide investigation into adult guardianship abuse.
As of March 2018 those efforts have yielded 15 arrests, 9 convictions, and the remaining six head to trial in 2018.
Director Athena Roe has over 20 years in working in the legal industry in various capacities and has consulted with individuals and organizations during this time. Prior to getting her law degree Ms. Roe was highly successful in marketing for Bristol-Myers Squibb, USPNG, and Purdue Frederick serving as the women’s health care, infectious disease, and central nervous systems specialist.
Additionally, Ms. Roe was a Graduate Research Assistant for the following esteemed law Professor(s): Edward Dauer, Dean Emeritus, A.B., 1966, Brown University LL.B., 1969, Yale University, M.P.H., 2001, Harvard University, former Deputy Dean of the Yale Law School; Professor John Soma, Founder and President of Denver’s Privacy Foundation; Professor Don Smith, Center for U.S. and China Cooperation; and Professor Ved Nanda, International Center for Human Rights.
Ms. Roe has drafted two pieces of legislation in Colorado, affecting fraud, waste, and abuse during estate administration, and has been a panelist for several conferences. Ms. Roe has been invited to speak at TedX the Salon on the topic of the First Amendment and has worked with Senator’s Laura Woods (R-CO) and Morgan Carroll (D-CO) on legislation to combat the issues of lack of oversight. Ms. Roe has a Juris Doctor degree from the University of Denver College of Law.
